go into the folder you extracted the zip to, then run panepaper.exe. (or it might just be labled "panepaper" without the .exe part if you don't see file extensions in explorer)

then, to save the configuration of what path and title a given wallpaper is, right click on the tray icon then go to themes, then either import a .ppwt by double clicking it after running panepaper.exe once. (I will eventually host some .ppwts to use) or go to the "save a wallpaper without a theme" tab, browse for the path of the app that spawns the application window to set as wallpaper, or - if you browse a .mp4, it will autoconfigure it for you. then, hit apply wallpaper when you want to update the configuration for that wallpaper. then, to actually run the saved path and title's wallpaper, right click the tray menu then click the option to run the bg you saved. then the tray will let you close the wallpaper instead of showing the option to run it.

then, you can: exit panepaper (from the tray), or you can setup the lockscreen bg (needs admin). the lockscreen bg will always autorun on the lockscreen AND the ctrl alt delete menu, to stop the bg from runnning, use the other tray menu option.

remember 6 things:

1. closing panepaper closes ALL open bgs except for the lokscreen, which is only open when ctrl alt del screen or lockscreen is.

2. if you can't sign in to the lockscreen due to the bg interfering (this should not happen very often, if ever.), press ctrl alt delete to close the script and sign in normally.

3. the lockscreen bg works best with a pure black image set as it, otherwise the original windows bg image you had shows through by a little transparency.

4. lockscreen bg needs admin (to setup and remove), and it autoruns whenever any user is on it, DO NOT LET USERS HACK INTO YOUR PC BY GIVING THEM ACCESS TO THE WRONG SOFTWARE BEFORE SIGN IN, IT RUNS AS NT AUTHORITY\SYSTEM!

5. you MUST hover your mouse over all bgs that aren't taskbar, desktop, lockscreen, or rightlclick menus, or make them the focused window, so that the launched app will set as that bg, otherwise it won't find those wallpaper windows until you do.

6. taskbar bg set to non mp4s is not always going to make the wallpaper borderless. sorry if you see a titlebar on it sometimes.
